Delegates from abroad/overseas should possess a valid passport and entry visa. Visa can be obtained from the nearest Indian Embassy/Consulate/High Commission. Multiple entry visa is required for visiting neighbouring countries like Singapore, Malaysia, Sri Lanka etc., and re-entering India.
